Skip Stenstrom pauses outside his Chillicothe residence, which he raised above the flood plain this year to comply with a Peoria County ordinance. To help cover the cost, the county says he qualifies for $30,000 in federal assistance. But, for reasons left mostly unexplained, the federal government has denied Stenstrom's request for funding.
